Every year parents across Canada turn to the Fraser Institute’s Secondary School Report Card to get a glimpse into how their child’s school, or prospective school, is performing academically. These rankings are calculated by the British Columbia-based think tank, based on data that is, objective, comparable, and centrally available. “The data must also be interesting and useful to parents and/or educators,” said Peter Cowley, Director of School Performance Studies with the Fraser Institute. “If we don’t have access to this type of data—as is currently the case in most provinces—then we don’t have a report card.”
As such, the Fraser Institute Report Cards are currently only available for Ontario, Alberta, and British Columbia schools. “We did have rankings in Quebec and will, no doubt, have them again,” said Cowley. “Currently, the province is undergoing a massive curriculum change and we’ve had to put these rankings on hiatus.”
Rankings in each province vary, depending on the data made available by the provincial ministries of education. According to the Fraser Institute website, in order to be included in the ranking, a school must have a minimum enrollment of students (typically 15) in the grades from which the data are drawn. The school must also administer the tests upon which the rankings are based. “In the case of Ontario, independent schools are not required to administer the EQAO tests, and if they do, they can prevent the results from being made public,” said Cowley. “Since the report card is based upon the results achieved on these tests, very few Ontario private schools are actually included in the rankings.” In contrast, most British Columbia and Alberta-based private high schools must administer the tests in order to qualify for government funding, and, as a result, many more are included in the Fraser Institute’s rankings.
How is the ranking done? (Ontario)
Each school is given an overall rating out of 10 for its academic performance. According to the Fraser Institute: “In Ontario, we base our overall rating on the school’s performance on six indicators, all of which are derived from province-wide tests of literacy and mathematics skills that are administered by the province’s Education Quality and Accountability Office (EQAO).” The six indicators are:

How should parents use the rankings?
The Report Card is presented using an interactive online tool that allows interested parties (parents, educators, tax payers, etc.) to compare the academic performance of various schools against one another and to compare the results of a specific school over a five-year period.
According to Cowley, parents can use the rankings in one of two ways. First, they can use the information when choosing a school for their child (especially in provinces where independent schools are ranked and/or where parents have their choice of public schools); researching the school that services their neighbourhood; and/or deciding to buy a house in a particular area based on the local school.
Second, parents can utilize the information provided by the rankings in the form of an “annual audit.” This gives parents the opportunity to watch their child’s school for trends—upward or downward—in academic success. “If a parent notices downward pointing arrows, i.e. the ranking is declining over time, they may want to ask ‘Do we believe our kids can and should perform better than they are?’” If the answer is “yes,” Cowley says parents have the power to engage the principal and teachers to look at ways they can all work to turn the results around.
What’s important for parents to keep in mind, Cowley says, is that “these rankings are just one piece of the puzzle. There are lots of aspects of schooling not reflected in the results.” The rankings are not designed to look at how schools are promoting citizenship skills, appreciation for and participation in the fine arts, a healthy, active lifestyle, and/or other important factors in a child’s development. The rankings are designed to answer the question: In general, how is this school doing in academics?
Are these rankings problematic in any way?
While the release of the Fraser Institute’s annual Report Card garners significant media attention each year, many school associations and teacher groups remain critical of the rankings. For the very reasons mentioned above, many feel the rankings are limited in scope and do not provide an accurate picture of a particular school. “There are parents in our communities who will select a school based on rankings alone,” says Dr. Peter Froese, Executive Director of the Federation of Independent Schools Association in British Columbia. “The concern we have is that the data is narrow and does not come close to reflecting what’s happening in our schools. While the independent schools in BC all do extremely well on the rankings, we’d prefer that parents actually visit schools, experience the culture and watch how students and teachers interact, look at specific programs and how they fit with the needs of your child, and then make a decision.” While, he says, they want students to perform well on provincial assessments; there are many more factors that must be considered when choosing a school.
